MassPAC at the Federation is the statewide organization providing information, training and networking opportunities to Massachusetts special education parent advisory councils (SEPACs) and the professionals who collaborate with them. MassPAC encourages parent leadership and parent-school district partnerships.
Beginning in 1986, Massachusetts state law has required all public school districts to establish a Special Education Parent Advisory Council (SEPAC).

The Massachusetts Association of Special Education Parent Advisory Council (MassPAC) was originally founded as a separate 501 (c) (3) non-profit organization. After 11 years as a private non-profit, MassPAC became a project of the Federation in June 2009.

The Federation continued the successful statewide MassPAC Listserve which was founded on December 10, 1998 and has logged over 30,000 posts to date. The MassPAC Listserve currently supports over 690 individual members representing over 160 cities and towns in the state.
