RTSC and SESPP Roles & Responsibilities
The Massachusetts Department of Elementary and Secondary Education (DESE) works with two agencies to provide Special Education Surrogate Parents to students who need them.
- The Recruitment, Training and Support Center (RTSC) under contract to the Federation for Children with Special Needs.
- The Special Education Surrogate Parent Program (SESPP) under contract to the Collaborative for Educational Services (CES).
Together, RTSC and SESPP collaborate closely to uphold the federal and state requirements, assist our volunteers, and meet the needs of our students. Here is an explanation of each program’s responsibilities.

Special Education Surrogate Parent Program (SESPP)
- All student referrals, investigations, and eligibility determinations
- Matching of SESPs and students
- Notification to providers
- Student case management (regular student updates, re-referrals, etc.)
- Clarification on SESP rights and responsibilities
- Mentor program for SESPs
